I wanted to know the best way to use niacinamide serum. Should I apply it to damp or dry skin?

I started mixing my own niacinamide serum, hoping to lighten my complexion. I apply it twice a day after washing my face.

But, does it matter if my skin is damp? Or should it be dry for the best results? Which way will lighten my skin faster?

Also, will it bleach my skin permanently or do I have to keep using it to keep my skin light?
